The United States were to remain neutral, but once the Jay Treaty, which gave Britain easier trade with North America, was signed, French leaders became angry, and ordered the capture of American ships. In the hopes of restoring peace with France, President John Adams sent three representatives overseas: Elbridge Gerry, Charles Cotesworth Pinckney,and John Marshall. They could't meet with the prime minister, so they were met by three French representatives, who wanted the USA to give France a bribe of £50,000,about $80,000. America refused. X Y Z USA wanted to remain neutral in the war betweenBritain and France. WAR "Millions fordefense, butnot one centfor tribute." Members of the Democrat-Republican party in America were suspicious of John Adams, and insisted he publish all communications with France. When doing so, he replaced the names of the threeFrench agents, Jean-Conrad Hottinguer, Pierre Bellamy, and Lucian Hauteval, with X, Y, and Z.
