Since 1996, 20 states and Washington, DC have passed laws allowing smoked marijuana to be used for a variety of medical conditions. It is important to recognize that these state marijuana laws do not change the fact that using marijuana continues to be an offense under Federal law. In 2012, voters in Colorado and Washington state also passed initiatives legalizing marijuana for adults 21 and older under state law. It is important to note that Congress has determined that marijuana is a dangerous drug and that the illegal distribution and sale of marijuana is a serious crime. Conant v. McCaffrey When California passed its medical marijuana regulations in 1996 the US government threatened physicians who recommended marijuana with the loss of their license. Physicians and patients filed this class action lawsuit. The US District Court and the Court of Appeals for the Ninth Circuit found for the physicians and issued a Permanent Injunction, which permits physicians to discuss marijuana with their patients and to approve the use of marijuana in their medical treatment. Currently, one group that is only focus isto reform marijuana laws is NORML.org.They are so dedicated that they have events daily trying to reform marijuana laws. And then there is of course the ACLU who \try to eliminate penalties for low-level marijuana possession that willprevent tens of thousands of people from going to prison which in the big picture will help stop over-crowded prisons.
