Hopper: where bills are stored Step 2- sent to standing committee, most work is done here. 90 90 rule 90 of work done 90% of bills are killed Step 3- 4 options, recommend pass, kill it, pigeonhole, or recommend do not pass. 97% of bills end here Step 4- discuss which bills should keep moving. traffic cop directs which direction the bills go. Step 5- Goes back to the floor for debate. (its been in committee for months now) Step 6- Debate begins with sponsor. read it for a 3rd time, senate fillibuster is possible. Step 7- Vote on the bill. 50% plus 1 to pass onto the next step. Step 8- Repeats steps 1-7 in another chamber. it must pass both chamber to move foward Step 9- if its different from original version sent to committee. they have 10 days to make decision Final step- President gets it and he can sign it, veto it, pocket veto it, or hold it. has 10 days to make a decision if he signs it, the bill passes. if he vetoes it it fails. a pocket veto would mean that he secretly does not want it to pass. a hold would be that he wants it to pass but others do not.
