One reason of the motivation was the Montgomery bus Boycott. On December 1, 1955 when Rosa Parks, an African American woman, was arrested for refusing to surrender her seat to a white person while riding the bus. He also wanted to change the Jim Crow Laws, and the Black Codes, which was really unfair for the coloured people. Jim Crow Laws is in U.S. history, statutes enacted by Southern states and municipalities, beginning in the 1880s, that legalized segregation between blacks and whites.
